Making Sense of Boat Building Standards

ABYC Technical VP Craig Scholten oversees the ABYC technical department and is responsible for ABYC’s relationship with the International Organization for Standardization (ISO) and compliance with Europe’s Recreational Craft Directive (RCD).

 

Below Craig has listed out updates since this article came out:

 

In the States:

ABYC now has over 70 compliance documents.

 

Across the Pond:

The Recreational Craft Directive 2013/53/EU (RCD II) has been updated since the time of this article.

 

With a few exceptions, the new Directive does not impose the use of harmonized standards or specific technical solutions.

 

The essential requirements do not specify the technical solutions for meeting them. The precise technical solution may be provided by a standard or by other technical specifications at the discretion of the manufacturer. This flexibility allows manufacturers to choose the way to meet the requirements.  Only essential requirements are legally binding and manufacturers may apply whatever standards and technical specifications they wish – although only harmonized standards do provide a presumption of conformity.

 

RCD II does not allow “grandfathering” new CE product compliance to non-current standards. 

 

Manufacturers shall ensure that procedures are in place for series production to remain in conformity with current standards. 

 

New CE product shall be in compliance with and the Declaration of Conformity shall list the current standards in effect at the time the product is made available on the market
